DBI is the only Anglophone International Telecommunication Union (ITU) Academy Centre of Excellence in West Africa and a member of the ITU Centres of Excellence Network for Africa.
In this capacity, the institute was assigned responsibility for capacity building in the area of Policy and Regulation with specific training programmes on the following topical areas:
- Telecommunications Law and Regulations
- Digital Broadcasting Policy and Implementation
- Legal and Regulatory Issues in Fibre Optic Implementation
- Policy and Regulation of National Broadband Plan
